I provide litigation support and medical-legal consultation services to attorneys across Texas. As a board-certified physician, I offer independent, evidence-based opinions in cases involving Personal Injury, Workers’ Compensation, Harassment and Discrimination, Pain and Suffering, Psychological Trauma, Sexual Harassment and Assault, as well as providing fact-based opinions on hospitalization decisions, medication management, and complex mental health conditions.

Meet Dr. Elena Kennedy, MD
Dr. Kennedy, MD (TX License P8782) is a board-certified psychiatrist with over 15 years of clinical experience treating adults with a wide range of mental health conditions, including complex and high-acuity cases.
She has extensive experience as an expert witness in Mental Health Courts across Texas, with involvement in 500+ testimonies, independent medical evaluations (IMEs), and case reviews, including Dallas Co., Collin Co., Harris Co., Travis Co., Bexar Co., Nueces Co., Kauffman Co., Van Zant Co., Howard Co., Midland Co., Tom Green Co. (with former professional name Dr. Ammatuna).
Dr. Kennedy has served as a staff psychiatrist and Behavioral Unit Director in Texas state hospitals (Terrell, North Texas, Big Spring), treating both civil and forensic populations. She has also worked as Medical Director in community psychiatric clinics (MHMR), overseeing care for individuals with severe and persistent mental illness.
Her experience includes serving as a consulting psychiatrist for multidisciplinary teams, as well as collaborating with nurse practitioners in rural Texas counties, behavioral health specialists, and Mental Health Authorities. She has provided psychiatric consultation within Texas State Jail system and Mobile Crisis Outreach Teams (MCOTs), managing complex, high-risk cases across diverse settings.
In addition, Dr. Kennedy has held a role as clinical faculty, supervising and mentoring medical students and psychiatric residents from UNT, UT Tyler and Texas Tech.
Dr. Kennedy is fluent in English and Spanish, allowing her to effectively serve diverse populations. She is known for her clear clinical reasoning, thorough evaluations, and ability to provide well-supported, defensible opinions in both clinical and psychiatric contexts.

How quickly can you review a case?

Initial feedback is often available within a few days, depending on record volume. Full reviews and reports are typically completed within 1–3 weeks.

Services are billed hourly. No upfront retainer before work begins. We believe our fees should remain reasonable to make medical consultation available and affordable.
